James Flohr has spent his career in Colorado performing a variety of structural, traffic and roadway engineering services. He has been involved in making the roads that cover the State better for over 30 years. Past experiences include roadway design, bridge design, interstate interchange design and construction, construction inspection, construction project management and administration, traffic engineering, claim and dispute resolution, project safety, quality control/assurance, value engineering, local agency project administration, project grants, NEPA project management, contract management, project partnering, public involvement and transportation project planning. James is well versed with CDOT processes and procedures due to his past experiences as Project Engineer, Resident Engineer, and Region Traffic Engineer while working at CDOT. James has significant experience in traditional design/bid/build project delivery, as well as innovative non-traditional project delivery processes such as design/build.
